IS IT PHOTOSHOP? OR CAN A NEGRO, HAVE THIS EYE COLOUR NATURALLY?

Could this be for real? Or are they fake or photoshoped? I doubt if any one would fix contacts on a childs eye. . . Am working on a new segment on OUR blog, it's about TRUE LIFE RELATIONSHIP EXPERIENCES OF DIFFERENT GUYS. Still thinking on what to name it though.
